The Raj rules an Enclave, trained through the Elemental Courts to master sorcery without ever bonding to a Deva. That leaves them free to fight and cast spells. In Conquest: The Last Argument of Kings, this Sorcerer Kings character draws magic from either the Court of Air or the Court of Fire, so they slot into almost any list.
